The exercise’s overarching goal is to increase investor confidence, promote a business-friendly environment, and improve the ease of doing business nationwide by introducing a healthy competitive element through a system of rating states based on how well they implement the Business Reforms Action Plan (BRAP).

Seven states are included in the Aspires group as well, including Goa, Kerala, and Assam. Chhattisgarh, Jharkhand, Kerala, Rajasthan, and West Bengal are other states in this group. Ms Sitharaman said, “Since 1991, the type of reforms has changed, and the ones that are now being implemented are responsive. There is no coercion now, in contrast to the changes of 1991, which were mandated for our execution. The goal is to determine what will lead to system improvement and ensure that we live better lives. Every level of the government now has a nudge component.”
