Singapore and South Korea Strengthen Ties with Strategic Partnership to Boost AI and Tech Collaboration

Singapore and South Korea have officially elevated their bilateral relationship to a strategic partnership, signaling a commitment to deepen cooperation across multiple sectors, including artificial intelligence (AI), advanced technologies, defense, sustainability, and digital innovation. The announcement came during Prime Minister Lawrence Wong’s official visit to Seoul on November 1, 2025, where he met with South Korean President Lee Jae Myung.
The partnership encompasses eight major agreements aimed at enhancing economic links, research collaboration, and people-to-people exchanges. Key focal points include green and digital shipping initiatives, next-generation energy solutions such as ammonia and hydrogen, cybersecurity, and AI governance. Both countries aim to support the maritime sector’s transition to zero or near-zero greenhouse gas emissions through this collaboration.
PM Lawrence Wong highlighted the importance of the partnership by emphasizing the complementary strengths both countries bring—Singapore’s advanced digital and financial infrastructure coupled with South Korea’s technological innovation and manufacturing prowess. The leaders also agreed to jointly promote regional peace, stability, and prosperity by reinforcing the multilateral rules-based trading system.
A notable aspect of the cooperation is the joint launch of a project under the Singapore Cooperation Programme and ASEAN-Korea Cooperation Fund to advance digital transformation across Southeast Asia. This initiative seeks to accelerate technological adoption and provide a shared framework for tackling regional challenges.
The two nations signed memorandums of understanding (MOUs) covering digital collaboration, logistics, shipping, culture, sports, healthcare, education, and efforts to combat transnational crimes such as online scams.
President Lee Jae Myung acknowledged Singapore as South Korea’s fourth-largest investor, expressing optimism about expanding investment in Korean startups, small and medium enterprises, and cultural industries. This partnership is seen as a strategic step in adapting to global changes and enhancing both countries’ competitiveness in innovation-driven sectors.
