Centre for Medical Innovation (CMI) at GIMS, Greater Noida Appoints Dr. Rahul Singh as CEO — India’s First Public Hospital-Based Section-8 Incubation Centre under Government of Uttar Pradesh


The Centre for Medical Innovation (CMI) at Government Institute of Medical Sciences (GIMS), Greater Noida, has announced the appointment of Dr. Rahul Singh as its new Chief Executive Officer (CEO).

CMI–GIMS is India’s first public hospital-based Section-8 incubation centre, established under the Government of Uttar Pradesh to promote healthcare startups, medical technologies, and clinical validation in a real-world hospital setting. This pioneering initiative bridges the gap between clinicians, innovators, and patients, creating a model where solutions are tested and refined inside a government hospital ecosystem.

Accelerating MedTech and AI Innovation

With nearly 40 startups already incubated, CMI–GIMS has rapidly emerged as a hub for healthcare innovation. Almost half of these startups are focused on artificial intelligence-driven solutions, including AI-powered diagnostics, medical IoT devices, telepathology platforms, and predictive analytics tools for patient care.

Dr. Rahul Singh brings with him a strong background in clinical practice, public health, and healthcare innovation policy. Under his leadership, the centre will focus on strengthening Uttar Pradesh’s position as a national hub for MedTech incubation, enabling startups to scale through ethical validation, compliance support, and global collaborations.

Leadership Vision

On assuming charge, Dr. Singh said: “The Centre for Medical Innovation at GIMS is a unique model where healthcare startups can be clinically validated in a public hospital environment. As India’s first Section-8 hospital-based incubator, it carries the responsibility to ensure innovations are not just disruptive but also ethical, inclusive, and patient-centric.”

Global Representation

Dr. Singh will also represent CMI–GIMS and Uttar Pradesh at the upcoming Global AI Leaders Summit (GAILS 2025), to be held on 21st August 2025 at IIT Madras. He has been invited as a panelist in the session “AI in Healthcare & Bio Sciences,” where experts from around the world will discuss the future of artificial intelligence in medicine.

A Model for India

CMI–GIMS is expected to become a benchmark for hospital-based incubation centres across the country, demonstrating how government hospitals can serve as living labs for startups. By focusing on AI, MedTech, diagnostics, and point-of-care technologies, the centre is positioning Uttar Pradesh at the forefront of India’s healthcare innovation movement.
