CDAC Collaborates with Arm to Boost Semiconductor Startups under DLI Scheme


The Centre for Development of Advanced Computing (CDAC) recently announced a strategic partnership with UK-based semiconductor IP company Arm to expand semiconductor support under the Design Linked Incentive Scheme (DLI) and foster the growth of the sector in India.

As part of this collaboration, the Arm Flexible Access for Startups program will broaden its qualification criteria to include applications from startups that meet the eligibility requirements of the Ministry of Electronics and Information Technology’s (MeitY) SemiconIndia futureDESIGN DLI scheme. The Arm Flexible Access for Startups program provides startups with access to a diverse portfolio of verified Arm IP, tools, training, and technical support at zero license fee.

Guru Ganesan, President of Arm India, expressed the company’s commitment to supporting startups, stating, “Innovative silicon startups will drive the future of the semiconductor industry as they develop life-changing new technologies in areas from AI to autonomous vehicles and IoT. We offer the freedom to experiment, innovate, and design through the Arm Flexible Access program, so they can become the technology leaders of tomorrow.”

E Magesh, Director General of CDAC, highlighted the significance of this offering for the Indian semiconductor ecosystem, emphasizing its potential to enable young entrepreneurs to create innovative designs for import substitution and value addition in the electronics sector.

Under the partnership, startups selected under the DLI will qualify for the Arm Flexible Access for Startups program, gaining access to processor and system IPs, reference designs, GPU, ISP, AI accelerator IPs, and software development tools. Furthermore, Arm will provide access to thousands of Artisan physical IP products, supporting multiple foundries and process nodes for physical design and implementation.

The DLI Scheme, managed by CDAC, aims to provide financial incentives and design infrastructure support at various stages of semiconductor design(s) development and deployment. With this collaboration, a total of seven startups under the DLI Scheme will work on creating chip and IP cores for the automotive, mobility, and computing sectors.

This partnership between CDAC and Arm represents a significant step towards fostering innovation, enhancing technological capabilities, and nurturing India’s burgeoning semiconductor industry. By empowering startups with access to cutting-edge resources and technical expertise, the collaboration aims to accelerate the development of groundbreaking technologies and drive India’s position as a global semiconductor hub.
