MeitY proposes amendments to IT Rules, 2021 to tackle misuse of generative AI and deepfakes

The Ministry of Electronics and Information Technology (MeitY) has proposed amendments to the Information Technology Rules, 2021, with a focus on combating the misuse of generative AI and deepfakes. The move comes amid growing concerns about the spread of manipulated digital content and its potential impact on privacy, security, and public trust.
Under the proposed amendments, platforms deploying AI-generated content will be required to implement strict safeguards, including content verification mechanisms, transparent disclosures, and user accountability measures. These rules aim to prevent the creation and dissemination of misleading, harmful, or malicious AI-generated media, particularly deepfakes that can be used for disinformation, harassment, or fraud.
The proposal also encourages platforms to adopt technological tools and AI detection systems to identify and flag synthetic media proactively. MeitY emphasizes that these measures are intended to balance innovation in AI technologies with public safety and ethical standards.
Industry experts suggest that the amendments could significantly shape India’s AI governance framework, setting a precedent for responsible deployment of generative AI in digital platforms, media, and social networks.
The ministry is expected to seek stakeholder feedback before finalizing the amendments, allowing tech companies, policymakers, and civil society to contribute to a regulatory approach that fosters innovation while mitigating risks.
